What Is Phooka Or Doom Dev?
Phooka or Doom Dev which is also known as Cow Blowing is a process of forcefully blowing air or any other substance into the vagina or sometimes anus of a milch animal with the purpose of drawing more milk from such animal.
What is a Milch Animal?
Animals that produce milk are known as Milch Animals like Cows, Goats, Camels, Buffalos, Sheep.
The Law-
Section 12 of The Prevention of Cruelty to Animals Act, 1960 clearly states that if a person is found to perform the operation or allows such operation called Phooka or Doom Dev by the other on a cow or any other Milch animal or any other operation which also includes injecting of any substance into the Milch animal’s female organs for the purpose to improve lactation (inducing more milk from the animal) shall be punishable with a fine of one thousand rupees and imprisonment up to two years, or both.
Besides the above penalties the custody of the Milch animal who’s subjected to such cruelty shall be taken away from the abuser under whose control such animal was in possession and such animal shall be forfeited to the government.
