Eligibility Criteria for Principal
The candidate must fulfil the qualifications prescribed for the post of College Principal/Professor (Professor’s Grade) under the applicable UGC Regulations, as amended from time to time, and the applicable provisions of the BCI Rules of Legal Education, 2008.
The candidate shall possess:
- Ph.D. degree in the concerned/allied/relevant discipline.
- Professor/Associate Professor with a total service/experience of at least 10 years of teaching/research in Universities, Colleges and other institutions of higher education.
- A minimum of 10 research publications in peer-reviewed or UGC-listed journals.
- The prescribed minimum Research Score of 110 under the applicable UGC criteria.
The candidate must also satisfy the requirement of being qualified in Law in accordance with the BCI Rules of Legal Education, 2008, since the Principal of a Centre of Legal Education is required to possess the minimum qualification in Law prescribed by the UGC for the corresponding position.
Desirable Qualifications for Principal
Preference may be given to candidates having:
- Experience as Principal/Head/Dean or in an equivalent academic-administrative position.
- Experience in academic administration and institutional governance.
- Significant research publications in Law.
- Experience in research supervision.
- Experience in examination, curriculum development and quality assurance.
- Demonstrated knowledge of the regulatory framework governing Legal Education.
Eligibility Criteria for Assistant Professor in Law
A candidate for appointment to the post of Assistant Professor in Law shall possess a Master’s Degree in Law (LL.M.) with at least 55% marks or an equivalent grade in a point scale wherever a grading system is followed, from a recognised Indian University or an equivalent degree from an accredited foreign University.
The candidate shall also have cleared the National Eligibility Test (NET) conducted by the UGC, or a similar test accredited by the UGC, such as SLET/SET.
Candidates who are or have been awarded a Ph.D. Degree in accordance with the applicable University Grants Commission Regulations governing the minimum standards and procedure for award of the Ph.D. Degree, and who are otherwise eligible under the applicable UGC Regulations, shall be exempted from the requirement of NET/SLET/SET, subject to fulfilment of the conditions prescribed by the UGC from time to time.
For the discipline of Law, these qualifications shall be read subject to the applicable provisions of the UGC Regulations on Minimum Qualifications for Appointment of Teachers and other Academic Staff and the Bar Council of India Rules of Legal Education, 2008, as amended from time to time.
Minimum Marks Required
For the post of Assistant Professor in Law, the prescribed minimum qualification is 55% marks at the Master’s Degree level.
A relaxation of 5% in the minimum qualifying marks at the Master’s Degree level, from 55% to 50%, shall be applicable to candidates belonging to the categories and in the manner prescribed under the applicable UGC Regulations.
Nature of Work for Principal
The selected Principal shall be required to serve as a Regular Principal and shall be responsible for academic leadership, administration, maintenance of academic standards, compliance with the requirements of the affiliating University, UGC and Bar Council of India, and overall institutional development.
Selection Process
- Selection shall be made through a duly constituted Selection Committee in accordance with the applicable UGC/University/BCI norms.
- Candidates shall be shortlisted on the basis of the prescribed eligibility criteria and such additional screening criteria as may lawfully be adopted by the competent authority.
- Final selection shall be based upon the candidate’s academic qualifications, teaching/research experience, publications, academic/research achievements, professional competence and performance before the Selection Committee, in accordance with the applicable regulations.
- The academic score shall be used for shortlisting, wherever applicable under the UGC Regulations, and selection shall be made in accordance with the prescribed selection procedure.
Pay and Service Conditions
The pay, allowances and other service conditions of the Principal and Assistant Professor shall be governed by the applicable UGC/State Government/University/BCI norms and rules of the College, subject to approval of the competent authority.
The appointment shall also be subject to the service conditions prescribed by the College and applicable statutory/regulatory authorities from time to time.

The application fee shall be paid through a Demand Draft drawn in favour of “Yudhistir Mishra Law College, Balangir”.
The duly filled-in application form must be submitted along with the prescribed application fee. The application fee, once paid, shall be non-refundable, unless otherwise decided by the competent authority.

- For the post of Principal, the envelope should be clearly superscribed: “APPLICATION FOR THE POST OF PRINCIPAL”.
- For the post of Assistant Professor in Law, the envelope should be clearly superscribed: “APPLICATION FOR THE POST OF ASSISTANT PROFESSOR IN LAW”.
- Candidates applying for both posts must submit separate applications with the prescribed fee for each post, wherever applicable.
- Candidates employed in Government, Government-aided institutions, Universities, Colleges or other organisations shall apply through proper channel or produce an appropriate No Objection Certificate (NOC) at the time prescribed by the College.
- The applicant must be an Indian citizen and must fulfil all eligibility conditions as on the last date for submission of the application.
Important Instructions
- Prescribed qualifications must be obtained from recognised/accredited Universities or Institutions and conform to applicable statutory requirements.
- Mere possession of the minimum prescribed qualification shall not confer any right upon an applicant to be called for interview or to claim appointment.
- Candidates called for interview shall produce the original certificates, testimonials, experience certificates and other supporting documents for verification.
- No TA/DA shall ordinarily be paid for appearing in the interview.
- Canvassing in any form, directly or indirectly, shall be treated as a disqualification.
- The appointment shall be subject to verification of educational qualifications, experience, character and antecedents and fulfilment of applicable statutory and regulatory requirements.
- The selected candidate shall be required to join the College within the period stipulated in the appointment order.
