Jabalpur: Dharmashastra National Law University (DNLU), Jabalpur, in collaboration with the Institute of Constitutional and Parliamentary Studies (ICPS), organised a two-day Training Programme on Legislative Drafting for Officers and Officials of the Government of Madhya Pradesh.
The programme commenced on September 10, 2026, and concludes on September 11, 2026. The initiative brings together government officers and academic experts for focused discussions on legislative drafting, statutory interpretation, administrative law, constitutional principles, criminal legislation and emerging approaches involving artificial intelligence.
Training Programme Held Under DNLU Leadership
The programme has been organised under the leadership of Prof. (Dr.) Manoj Kumar Sinha, Vice Chancellor, DNLU, and Dr. Praveen Tripathi, Registrar. It is coordinated by Dr. Gargi Chakrabarti, Dean of Faculty.
Delivering the welcome address, Dr. Gargi Chakrabarti welcomed the dignitaries, guests and participants and highlighted the importance and relevance of the training programme. She expressed confidence that the deliberations would prove insightful and beneficial and encouraged the participants to actively engage with the knowledge and expertise being shared.

ICPS Director Highlights Significance of Legislative Drafting Training
Dr. Seema Kaul Singh, Director, ICPS, addressed the gathering and highlighted the objectives and significance of the programme. She emphasised the need for such initiatives in the present context and appreciated the efforts made in organising the event.
She also encouraged the participating officers and officials to make the most of the opportunity offered through the two-day academic and professional training programme.
Sessions on Legislative Drafting, Language and Artificial Intelligence
The two-day programme features sessions on a wide range of topics concerning legislative drafting and interpretation.
Dr. Sanjivini Raina, Assistant Professor, Faculty of Law, University of Delhi, is conducting sessions covering Basic Rules & Basic Techniques of Legislative Drafting, Language of Legislative Drafting (Plain, Bilingual and Multilingual), and Artificial Intelligence: A New Blended Futuristic Approach of Legislative Drafting.
The sessions seek to engage participants with both foundational drafting techniques and newer approaches to the preparation and language of legislation.
Statutory Interpretation and Principles of Effective Drafting
Prof. (Dr.) Pradeep Kulshrestha, Dean, Bennett University, is leading sessions on Types of Statutes: General Rules and Principles of Statutory Interpretation and The Importance of Clarity, Precision, Necessity and Simplicity.
The programme also includes a session on Ethics in Legislative Drafting, forming part of the wider discussion on the principles governing the drafting of laws.
Administrative Law, Article 14 and Judicial Interpretation
Dr. Asad Malik, Professor, Jamia Millia Islamia University, is addressing participants on Key Principles of Administrative Law on Legislative Drafting and Constitutional Provisions for Legislative Drafting (Article 14 of the Constitution) and Judicial Approach to Interpretation.
The sessions connect legislative drafting with constitutional and administrative law principles and examine the judicial approach towards interpretation.
Practical Session on Drafting Criminal Legislation
Dr. Anurag Deep, Professor, Faculty of Law, University of Delhi, is conducting a session titled “Drafting a Criminal Legislation: The Rules of P5 (Principles, Provisions, Policies, Precedents and Professional Opinion)”.
The session also includes a practical drafting exercise, providing participants an opportunity to engage directly with the process and principles involved in drafting criminal legislation.

More Than 50 Madhya Pradesh Government Officials Participate
More than 50 participants from various government departments of Madhya Pradesh are attending the training programme.
The programme is being coordinated by Dr. Animesh Jha, Assistant Professor of Law, Ms. Areena Ansari, Assistant Professor of Law, and Ms. Shruti Tiwari, Assistant Registrar.
