Eligibility Criteria

For the post of Assistant Professor, candidates must possess a Master’s degree with 55% marks or an equivalent grade in a point scale, wherever the grading system is followed, in a concerned/relevant/allied subject from an Indian University, or an equivalent degree from an accredited foreign university.

NET shall be compulsory for candidates possessing Post-Graduate Degrees only. However, in respect of candidates belonging to the UT of Jammu & Kashmir who are not NET qualified, SET shall be compulsory.

Candidates without NET or SET who possess a Ph.D. degree in the concerned subject in compliance with the UGC (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations, 2009, with amendments from time to time, shall be exempted from the requirement of NET/SET.

Candidates registered for the Ph.D. programme prior to July 11, 2009 shall be governed by the then existing Ordinances/Bye-laws/Regulations of the degree-awarding institution, subject to fulfilment of the following conditions:

  • The Ph.D. degree has been awarded in a regular mode.
  • The Ph.D. thesis has been evaluated by at least two external examiners.
  • An open Ph.D. viva voce of the candidate has been conducted.
  • The candidate has published two research papers from his/her Ph.D. work, of which at least one is in a refereed journal.
  • The candidate has presented at least two papers based on his/her Ph.D. work in conferences/seminars sponsored/funded/supported by the UGC/ICSSR/CSIR or any similar agency.

Fulfilment of these conditions must be certified by the Registrar, Dean (Academic Affairs) or Dean Research of the concerned University.

A candidate possessing a Ph.D. degree obtained from a foreign university/institution ranked among the top 500 in the World University Ranking at any time by Quacquarelli Symonds (QS), Times Higher Education (THE), or Academic Ranking of World Universities (ARWU) of Shanghai Jiao Tong University shall also be eligible.

Minimum Marks Required

The prescribed minimum qualification is a Master’s degree with 55% marks or an equivalent grade wherever the grading system is followed.

A relaxation of 5% shall be allowed at both the Bachelor’s and Master’s levels for candidates belonging to:

  • Scheduled Caste;
  • Scheduled Tribe;
  • Other Backward Classes (OBC) – Non-Creamy Layer; and
  • Specified categories of differently-abled candidates mentioned in the advertisement.

The eligibility marks of 55%, or equivalent grade, and the relaxation of 5% shall be permissible on the basis of qualifying marks only, without including any grace marks.

Candidates possessing a Ph.D. degree who passed their Master’s Degree prior to September 19, 1991 and secured 50% or more marks in the Master’s Degree examination shall also be eligible to apply for the post of Assistant Professor.

NET/SLET/SET shall not be required for Master’s Degree programmes in disciplines for which the NET/SLET/SET accredited test is not conducted.

Percentage Equivalence of Grade Points

In the seven-point scale with letter grades O, A, B, C, D, E and F, Grade B shall be regarded as equivalent to 55% wherever the grading system is followed.

  • O – Outstanding: Grade Point 5.50–6.00; 75–100%
  • A – Very Good: Grade Point 4.50–5.49; 65–74%
  • B – Good: Grade Point 3.50–4.49; 55–64%
  • C – Average: Grade Point 2.50–3.49; 45–54%
  • D – Below Average: Grade Point 1.50–2.49; 35–44%
  • E – Poor: Grade Point 0.50–1.49; 25–34%
  • F – Fail: Grade Point 0.00–0.49; 00–24%

Important Eligibility Conditions

Candidates seeking exemption from NET/SLET/SET are required to produce a bona fide certificate from the concerned University stating that the Ph.D. degree was awarded in conformity with the applicable UGC Minimum Standards and Procedure for Award of Ph.D. Degree Regulations, 2009/2016, with amendments issued from time to time, and must attach a Minimum Standards Certificate (MSP) from the concerned University.

Candidates awarded a Post-Graduate or Ph.D. degree by a foreign university must submit an Equivalence Certificate issued by the Association of Indian Universities (AIU), New Delhi. Without the certificate, the candidature shall not be considered and the application shall be rejected.

Candidates must fulfil all eligibility criteria by the last date prescribed in the advertisement.

Reservation Conditions

Reservation to the advertised posts shall be governed by S.O. 305 dated May 21, 2024, issued by the UT Government, Jammu & Kashmir.

For the EWS post, the EWS certificate submitted in support of the reservation claim must remain valid at least until December 31, 2026. The gross family annual income must be below Rs. 8.00 lakh for the financial year preceding the year of application, subject to the other conditions prescribed in the advertisement.

The EWS position is meant for the EWS category. However, as EWS vacancies are not carried forward to the next recruitment year as backlog, if suitable EWS candidates are not available, the position may be filled under the UR category. Accordingly, UR candidates may apply against the EWS post at their own risk and responsibility, and their candidature will be considered only in case of non-availability or non-suitability of EWS candidates.

Candidates applying under reserved categories must produce a valid relevant category certificate issued by the Competent Authority.

Selection Process

  • In case a large number of applications are received against a post, candidates may be shortlisted for interview according to the prescribed criteria.
  • 20 candidates shall be shortlisted against one post and, where the number of advertised posts exceeds one, 5 additional applicants shall be shortlisted in order of merit for every additional post, as provided in the notification.
  • The final selection shall be based only on performance in the interview.
  • There must be a minimum of three eligible applicants for conducting the interview. If the number is lower, the post shall be re-advertised.

Shortlisting Criteria

  • Graduation: 80% & above – 15 marks; 60% to less than 80% – 13 marks; 55% to less than 60% – 10 marks; 45% to less than 55% – 5 marks.
  • Post-Graduation: 80% & above – 25 marks; 60% to less than 80% – 23 marks; 55% (50% for SC/ST/OBC Non-Creamy Layer/PWD) to less than 60% – 20 marks.
  • M.Phil: 60% & above – 7 marks; 55% to less than 60% – 5 marks.
  • Ph.D.: 30 marks.
  • NET with JRF: 7 marks.
  • NET: 5 marks.
  • SLET/SET: 3 marks.
  • Research Publications: 2 marks for each research publication published in Peer Reviewed or UGC-listed journals, subject to a maximum of 10 marks.
  • Teaching/Post-Doctoral Experience: 2 marks for each year, subject to a maximum of 10 marks. Where the period is less than one year, marks shall be reduced proportionately.
  • International/National Level Awards: 3 marks.
  • State Level Awards: 2 marks.

M.Phil + Ph.D.: Maximum 30 marks; JRF/NET/SET: Maximum 7 marks; Awards: Maximum 3 marks.

The shortlisting score comprises Academic Score – 80 marks, Research Publications – 10 marks and Teaching Experience – 10 marks, totalling 100 marks.

Salary

The post carries Pay Matrix Academic Level-10 of the 7th CPC: Rs. 57,700–1,82,400 plus allowances.

Place of Posting

The advertised Law posts are available at the Main Campus of the University of Kashmir. The services of appointees shall be transferable between different Satellite Campuses of the University of Kashmir.
