DNLU Organizes Three-Day Legislative Drafting Training for MP Govt Officials

06th August 2025, Jabalpur – Dharmashastra National Law University (DNLU), Jabalpur, in collaboration with the Institute of Constitutional and Parliamentary Studies (ICPS), New Delhi, is conducting a three-day training programme on Legislative Drafting from 6th to 8th August 2025. The initiative targets officials from the Government of Madhya Pradesh and the Madhya Pradesh Legislative Assembly, aiming to improve their understanding of legal frameworks and strengthen legislative writing skills.

The programme is being organized under the leadership of Prof. (Dr.) Manoj Kumar Sinha, Vice Chancellor of DNLU, and Dr. Praveen Tripathi, Registrar.

Justice Vivek Agarwal Emphasizes Clarity and Foresight in Lawmaking

The inaugural session on 6th August began with a welcome address by Prof. (Dr.) Manoj Kumar Sinha. The session was graced by Hon’ble Shri Justice Vivek Agarwal, Judge, High Court of Madhya Pradesh, who served as the Chief Guest.

Justice Agarwal delivered an insightful address on the importance of precision and clarity in the legislative process. He highlighted how well-drafted laws are essential for maintaining the rule of law and ensuring justice. He also discussed the evolving nature of legal interpretation and the need for lawmakers to anticipate future challenges when formulating legislation.

Guests of Honour Highlight Modern Challenges in Legislative Drafting

The event also featured Prof. (Dr.) R. Venkat Rao, Vice Chancellor (In-Charge) of the India International University of Legal Education and Research, Goa, and Dr. Seema Kaul, Director of ICPS, New Delhi, as Guests of Honour.

Prof. (Dr.) Rao spoke on the need for an interdisciplinary approach in legal education, emphasizing the importance of equipping drafters to address complex policy issues. Dr. Kaul highlighted the growing importance of evidence-based policymaking and the role of data analytics in shaping inclusive and effective legislation.

The session concluded with a formal vote of thanks delivered by Dr. Praveen Tripathi, Registrar of DNLU.

Intensive Sessions Covering Key Aspects of Legislative Drafting

The three-day training programme features a wide range of technical sessions designed to provide participants with both theoretical understanding and practical drafting experience.

Topics being covered include ethics in legislative drafting, basic rules and techniques, administrative law principles, and the use of appropriate language and style. Sessions also explore drafting criminal legislation, various types of statutes, and the challenges of drafting in the era of artificial intelligence.

Practical exercises and discussions on constitutional provisions and judicial interpretation are also integral parts of the curriculum.

Expert Speakers Share Knowledge and Experience

Several renowned legal experts are leading the sessions. Shri Vinay Mohan, Former Joint Secretary of the Lok Sabha Secretariat, brings valuable parliamentary experience to the programme. Ms. Mukulita Vijayvargiya, Director at NCDEX, offers insights into legal compliance and regulatory drafting.

Ms. Swati Singh Parmar, Assistant Professor at DNLU, and Prof. (Dr.) Asad Malik, Chief Proctor and Professor of Law at Jamia Millia Islamia, are also sharing their expertise with the participants throughout the programme.

Government Officials Engaged in Skill Development

Participants include nominated officials from multiple departments of the Government of Madhya Pradesh, selected for their roles in legislative drafting and policy implementation. The training aims to build capacity within the state machinery for creating precise, well-structured laws that meet present and future governance needs.

The programme is being coordinated by Shri Shashank Pathak, Assistant Professor of Law at DNLU. Ms. Shruti Tiwari is moderating the sessions, ensuring smooth flow and interactive engagement.
