Eligibility for Legal Consultant

Candidates applying for the post of Legal Consultant must satisfy the following requirements:

  • The candidate must be an Indian national.
  • The candidate must have completed an LLB degree, either through a three-year course or a five-year integrated course.
  • The institution must be approved by the Bar Council of India.
  • The candidate must have secured at least 60% marks in aggregate in the LLB degree.
  • The candidate must possess at least three years of post-qualification experience.

Desirable Qualifications for Legal Consultant

  • Preference may be given to candidates who have completed a five-year integrated LLB course from a National Law University in India.
  • Preference may also be given to candidates having a good PG CLAT score for the years 2023, 2024 or 2025.

Experience Required for Legal Consultant

The candidate should possess three years of post-qualification executive experience, preferably in the legal division of any of the following:

  • Central Government or Central Public Sector Undertaking;
  • State Government or State Public Sector Undertaking;
  • Registered company; or
  • A law firm engaged in the business of advocates and solicitors for more than 20 years.

Candidates should have practical experience in drafting, vetting and executing legal documents, agreements, contracts and Memoranda of Understanding, along with experience in conducting legal due diligence and analysing legal and commercial documents.

Applicants should also possess knowledge of corporate and commercial laws, company law, consumer protection law, securities laws, merger and acquisition laws, cyber laws, intellectual property laws, telecom regulatory and licensing laws, conveyancing, civil and criminal matters, service matters, labour issues, taxation, arbitration, international law, litigation and the Right to Information Act.

Eligibility for Real Estate Legal Consultant

  • The candidate must be an Indian national.
  • The candidate must possess a Bachelor’s Degree in Law, either through a three-year LLB course or a five-year integrated law course.
  • The degree must be obtained from a recognised university or institution.
  • The candidate must possess at least seven years of post-qualification experience in handling land, revenue and immovable property-related matters.

Experience Required for Real Estate Legal Consultant

The candidate should possess working knowledge and experience in the following areas:

  • Examination and verification of land title documents;
  • Revenue records, including Khasra, Khatauni, Jamabandi and mutation records;
  • Registration and conveyancing procedures;
  • Land acquisition and compensation matters;
  • Encumbrance verification and property due diligence;
  • Drafting and vetting of agreements and conveyance deeds;
  • Drafting legal notices and legal opinions; and
  • Preparation and examination of property-related legal documentation.

Nature of Work: Legal Consultant

The Legal Consultant will be required to deal with legal matters concerning BSNL, including arbitration, commercial disputes, contracts, tenders, taxation, company law, NCLT matters, civil law, rent disputes, labour laws, land matters and service matters.

The responsibilities may include:

  • Providing legal advice on day-to-day matters arising from the business of BSNL;
  • Drafting and vetting legal deeds, documents, tenders and Expressions of Interest;
  • Negotiating and finalising agreements, contracts and Memoranda of Understanding;
  • Preparing writ petitions, review petitions, Special Leave Petitions, counter-affidavits and rejoinders;
  • Preparing Statements of Claim and Statements of Defence in arbitration proceedings;
  • Examining judgments and arbitral awards and suggesting further legal action;
  • Briefing law officers, Central Government Standing Counsel and BSNL’s senior or panel advocates;
  • Attending court hearings and arbitration proceedings;
  • Liaising with lawyers and preparing legal briefs; and
  • Monitoring and following up on legal matters entrusted to the consultant.

Nature of Work: Real Estate Legal Consultant

The Real Estate Legal Consultant will be responsible for handling legal matters relating to BSNL’s land and immovable properties.

The responsibilities may include:

  • Scrutinising title verification and legal due diligence reports concerning BSNL properties;
  • Identifying legal risks, deficiencies and additional documentation required to protect BSNL’s ownership rights;
  • Examining matters relating to land acquisition, compensation, mutation, revenue records and property tax;
  • Examining notices issued by government authorities concerning BSNL properties;
  • Drafting and vetting agreements, conveyance deeds, legal notices and opinions;
  • Examining court orders, judgments and arbitral awards relating to land or property matters;
  • Assisting BSNL in meetings with the Department of Telecommunications, Department of Public Enterprises, National Land Monetization Corporation and other government authorities; and
  • Providing written legal and professional opinions on immovable property matters.

Age Limit

The candidate must not be more than 32 years of age as on the last date for receipt of applications or online registration.

Remuneration

Selected consultants will receive a consolidated remuneration of Rs. 75,000 per month.

The remuneration will be increased by 5% per annum if the consultant’s engagement is extended. No Dearness Allowance or other allowances will ordinarily be admissible.

Duration of Engagement

The initial engagement will be for one year from the date of joining. It may be extended annually for a maximum total period of three years on a 1+1+1 year basis.

The performance of the consultant will be reviewed at the end of the first and second years. Extension will depend upon performance, organisational requirements and approval by the competent authority.

Minimum Lock-in Period

The consultant will be required to serve a minimum lock-in period of one year from the date of joining.

A consultant seeking to discontinue the engagement during the lock-in period may be required to pay an amount equivalent to three months’ consolidated remuneration, in addition to serving the prescribed notice period or making payment in lieu thereof, unless waived by BSNL in exceptional circumstances.

Working Hours

Legal Consultants will ordinarily be required to work from 9:30 AM to 6:00 PM. Attendance may be recorded through a biometric or computerised attendance system.

Depending upon administrative requirements and time-bound work, consultants may be required to work beyond normal office hours or on weekends and holidays without additional remuneration.

Selection Process

The selection process will include the following stages:

  1. Evaluation of the information and documents submitted during online registration;
  2. Shortlisting of eligible applications by a Screening Committee;
  3. Interview or interaction before an Evaluation Committee constituted by BSNL;
  4. Preparation of a scorecard based on the assessment of the Screening Committee and Evaluation Committee;
  5. Verification of original documents of the top-ranked candidates; and
  6. Completion of pre-engagement formalities.

BSNL will also prepare a waiting list to fill vacancies that remain unfilled or arise when a selected candidate does not join or leaves during the contractual period.

Application Fee

Candidates are required to pay a non-refundable registration fee of Rs. 500 through online mode.

The application fee will not be accepted through any other mode and, once paid, will not be refunded or adjusted against any other recruitment or selection process.
