
Matouk Bassiouny & Hennawy Welcomes Mohamed Nabil Hazzaa and Naila Ramsay as Partners
The leading full-service MENA (Middle East and North Africa) law firm, Matouk Bassiouny & Hennawy has announced the appointment of Mohamed Nabil Hazzaa and Naila Ramsay as Partners, further strengthening the Firm’s Finance & Projects practice and strategic client development capabilities.
Mohamed Nabil Hazzaa will officially join the Firm on 1 June 2026 as Partner and Co-Head of the Finance & Projects group. With more than 16 years of experience, Mohamed is widely recognised for advising on complex infrastructure, energy, and public-private partnership (PPP) projects across Egypt. Prior to joining the Firm, he led the Infrastructure, Power, Utilities and M&A practices at Sharkawy & Sarhan. Earlier in his career, he was seconded to Allen & Overy LLP (now A&O Shearman) in Dubai, where he gained significant international exposure in cross-border transactions and international law firm practices.
Mohamed regularly advises multilateral institutions, development finance institutions, lenders, sponsors, governmental authorities, and private equity players on major infrastructure and energy projects, with expertise spanning renewable energy, transport, logistics, utilities, water, and regulatory frameworks. He is consistently ranked among the leading practitioners in his field by international legal directories.
Naila Ramsay has joined the Firm as Partner in Finance & Projects and will also serve as Head of Client Development & Strategy. She brings more than two decades of international experience across the United Kingdom, Europe, and Egypt, with expertise in infrastructure, energy, and PPP projects throughout the EMEA region.
Prior to joining Matouk Bassiouny & Hennawy, Naila spent eight years as Partner in the Infrastructure and Projects team at Sharkawy & Sarhan. Earlier in her career, she held senior positions at leading international law firms and corporations, including Linklaters, Dentons, Babcock & Brown, and Hassan Allam Holding.
Having spent significant time between Cairo and London throughout her career, Naila brings strong cross-border capabilities, cultural fluency, geopolitical understanding, and an extensive international network. She advises multilateral institutions, sponsors, lenders, and governmental authorities on complex infrastructure and energy projects, including transport, airports, ports, renewable energy, desalination, mining, and green hydrogen developments, many of which are considered landmark and first-of-their-kind projects in Egypt.
