Zul Rafique & Partners advised Nova RE Suria on strategic partnership for Malaysia’s first large-scale green hydrogen plant
The prominent Malaysian law firm, Zul Rafique & Partners recently advised Nova RE Suria Sdn Bhd (NRES) in its strategic partnership with Bin Zayed International (M) Bhd (BZI) to jointly develop the Paka Green Hydrogen Plant Project (PGH2P) in Paka, Terengganu. This milestone collaboration marks a significant step forward in Malaysia’s clean energy transition.
PGH2P is set to be one of Malaysia’s first large-scale green hydrogen facilities, featuring a 200MW ALK electrolysers production plant powered by renewable energy from the grid. Once fully operational, the plant is expected to produce approximately 30,000 tonnes of green hydrogen annually, serving both domestic industrial demand and international markets. The project strengthens Malaysia’s position as an emerging regional player in the global hydrogen economy, aligned with national and international decarbonisation efforts across power, industrial applications, and heavy transport.
As part of this landmark initiative, the project has secured an EPC framework agreement with China Energy Engineering Corp, a global leader in energy infrastructure development, for the construction of the hydrogen facility. PGH2P will also benefit from a strategic collaboration with China Jiangsu Guofu Hydrogen Energy Equipment Co Ltd to promote and distribute green hydrogen and its derivatives, including green ammonia and green methanol, to international markets.
