Trowers & Hamlins Secures Licence and Launches New Riyadh Office
International law firm Trowers & Hamlins has been granted a licence by the Saudi Ministry of Justice to operate in Saudi Arabia and will be opening a new office in Riyadh in early November 2025. The launch is part of the firm’s 2030 growth strategy and builds on its longstanding reputation and presence across the Middle East, including offices in Abu Dhabi, Dubai, Bahrain, and Oman.
The new Saudi office will be co-led by Bilal Kahlon and Nasreen Alissa as Co-Resident Managing Partners. Kahlon, a Partner at Trowers since 2020, brings over 15 years of experience in banking and finance matters, with expertise in project finance, Islamic finance, and debt capital markets. Alissa, a Saudi-qualified lawyer, specialises in corporate and M&A law and has advised both international and domestic clients on regulatory matters and cross-border investments.
They will be joined by Trowers Partner Moad Giebaly, relocating from the UK, supported by a team offering expertise in corporate, banking and finance, construction, dispute resolution, private wealth, and real estate, alongside sector-focused knowledge in energy, renewables, infrastructure, transport, and technology.

Trowers & Hamlins previously operated in Saudi Arabia through an association with Feras Al Shawaf Law Office, opening offices in Riyadh and Jeddah in 2010. The recent regulatory reforms allowing foreign law firms to operate independently have prompted the firm to re-establish a dedicated presence in the Kingdom.
